PROJECT DESCRIPTION

Local Government Department ('LGD'), Government of Sindh intends to develop the Malir Expressway Project which will facilitate thousands of commuters and heavy traffic of Karachi Port, Korangi Industrial Area, Landhi Industrial Area, Steel Mills, Port Qasim, and other such areas towards upcountry through the National and Super Highways. The project includes the development of 38.7 kilometers 3x3 lane expressway with controlled access along the Malir River starting from Korangi Creek Avenue (DHA) and ending at Karachi–Hyderabad Motorway (M-9) near Kathore via the existing Link Road.
The proposed expressway will provide speedy access to key real estate schemes along the route, reducing the commuting time from Korangi Creek Avenue (DHA) to Superhighway (M-9) to only 25 minutes. The Expressway will have 6 interchanges. The project has been structured on a Design, Built, Finance, Operate & Maintain and Transfer (DBFOT) arrangement with a concession period of 28 years (which includes 3 years of construction and 25 years of operations and maintenance).
During the concession, the private party will be responsible for:
• Design
• Construction;
• Financing;
• Operations and Maintenance of the Project;
• Concessionaire will also undertake two major overlays on the project during the Concession period;

The Concessionaire will be entitled to levy and collect tolls from the commuters of the project.


EXECUTION OF CONCESSION AGREEMENT

The Concession Agreement was executed in April 2020

FINANCIAL CLOSURE

The financial close was achieved in June 2022.

SOCIAL IMPACT OF THE PROJECT

1. Phenomenal population growth and increase in vehicular traffic has resulted in congestion and traffic jams on major roads of city due to which commuters face inconvenience/hazards such as consumption of excess fuel and time, environmental pollution (noise + smoke) and accidents, etc.

2. Karachi also has two sea ports, originating heavy vehicular traffic to up-country, thereby adding extra volumes of heavy traffic on city roads up to M9 and N-5.

3. The project shall shift the urban housing sector growth towards the developing societies on M9 by facilitating the commuters through easy access to downtown.
